 The planning phase of this project involved seven universities, (Four (4) State funded universities, one (1) State funded Open University and two (2) Private universities). These institutions have collaborated in the past on a variety of systems such as the National Inter-lending systems (through the National Free Library). They now fully recognize the need for stronger National Planning and Cooperation. The administrative structure of the consortium is detailed below.

 1 Secretariat
The Consortium is still in its infancy. The plan is to set up a Secretariat to run its affairs - A Director, an administrator with supporting staff of a Secretary and Messenger. At the moment the parent university of the Secretary of ZULC constitutes the Secretariat.

 2 Council of Directors
ZULC is guided by a Council of Directors consisting of fourteen University Librarians, one of whom acts as chairperson for a period of one year on a rotational basis. This will be the think tank of the Consortium. The Council plans to meet once every month.

 3 Management
Council of Directors will meet once every month to lead the project but the Working (Task) Groups will take responsibility for the various specific projects. Directors will delegate responsibility of managing projects to their deputies or appointees to make sure targets set are achieved.
